Establishes the North Carolina Black Women and Girls Task Force within the Department of Administration consisting of 13 members: 9 nonprofit organization leaders serving black women and girls, 2 state senators, and 2 house members, with at least one minority party representative from each legislative chamber.

Task Force cochairs are designated by the President Pro Tempore of the Senate and Speaker of the House, alternating presiding authority on odd and even-numbered years respectively, with members serving 2-year terms.

Task Force shall study disaggregated findings on black women and girls' well-being including health and wealth disparities, educational justice, violence, criminal justice impacts, and health care disparities including COVID-19, maternal mortality, and other health factors.

Task Force must submit its first report to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services prior to the 2023 General Assembly, then biennially thereafter.

Appropriates $500,000 annually for fiscal years 2021-2023 to the Department of Administration for task force operations, with the task force set to expire September 30, 2030.
