Requires the North Carolina Criminal Justice Education and Training Standards Commission to search the National Decertification Index (NDI) maintained by IADLEST for every applicant for certification or lateral transfer.

Requires the North Carolina Sheriffs' Education and Training Standards Commission to search the NDI for every applicant for certification or lateral transfer.

Mandates both commissions use applicant names and other personal identifying information necessary to complete NDI searches and utilize any criminal conviction records found to determine disqualification for certification.

Becomes effective October 1, 2021, and applies to certification applications submitted on or after that date.
