Designates 2023 as "North Carolina Year of the Trail" to celebrate the state's comprehensive network of public trails and greenways.

Encourages all North Carolinians to use local and regional trail networks and participate in enhancing trail infrastructure across the state.

Authorizes organizations and jurisdictions to offer special programming, festivals, and events throughout 2023 highlighting all types of trails.

Notes that North Carolina has 618+ miles of trails in 41 state parks, 938 miles of designated state trails, and 3,500+ miles of planned trail networks.

Became effective upon Governor Roy Cooper's approval on August 16, 2021.
