Amends the North Carolina Constitution to limit gubernatorial executive orders declaring statewide emergencies or directing state spending to a maximum of 30 days without additional approval.

Allows executive orders to be extended for an additional 30 days (maximum 60 days total) only with approval by a majority vote of the Council of State by recorded vote.

Permits the Governor to convene the General Assembly in special session to extend executive orders beyond 60 days from the date of issuance.

Requires submission of the amendment to voters at the November 2022 general election, with the amendment becoming effective January 1, 2023 if approved by a majority of votes cast.
