H570 - License to Work Summary

• Allows automatic restoration of driver's licenses revoked for failure to appear or pay fines after 12 months if the person provides proof of vehicle liability insurance for at least 12 months, except for impaired driving charges.

• Permits persons whose licenses are revoked solely for failure to pay fines or court costs to apply for a limited driving privilege valid up to one year, if they have not received a similar privilege in the prior three years.

• Eliminates additional revocation periods for first-time convictions of moving offenses committed while driving with a suspended or revoked license, and reduces penalties for subsequent offenses from permanent revocation to one year (second offense) or two years (third offense), with permanent revocation only for offenses during impaired driving suspensions.

• Requires courts to afford defendants a trial or hearing within a reasonable time upon motion and mandates the Division waive restoration fees for good cause when the license holder cannot pay.

• Changes effective December 1, 2021 for offenses committed on or after that date; other provisions effective upon enactment.
