Governor is prohibited from requiring or mandating vaccination by executive order, and persons refusing vaccination cannot be subject to civil or criminal liability

State agencies cannot adopt rules that impose vaccination mandates as a condition for receipt, renewal, or reinstatement of professional licenses, effective October 1, 2021

Public health authorities in North Carolina, including the Secretary of Health and Human Services, State Health Director, and local health department directors, are prohibited from issuing orders requiring COVID-19 vaccination

Immunization procedures in emergency operations plans must be subject to the vaccine mandate restrictions established in this act
