H573: NC Medicaid & SNAP Program Integrity Reform

• Changes Medicaid eligibility monitoring from quarterly to monthly basis and requires the Department to share information with county departments of social services.

• Establishes procedures for conducting Medicaid redeterminations when federal restrictions prevent the state from disenrolling beneficiaries, including a full audit within 60 days of restrictions expiring and submission of summary report to Joint Legislative Oversight Committee on Medicaid.

• Restricts presumptive Medicaid eligibility determinations to qualified hospitals only (unless required by federal law), establishes performance standards for hospitals, and requires disqualification of hospitals failing standards more than twice.

• Requires SNAP applicants to cooperate with the Child Support Enforcement Program as a condition of eligibility and mandates beneficiaries report changes in circumstances within 10 days to allow re-verification of eligibility.

• Prohibits categorical eligibility for SNAP based on noncash, in-kind, or other benefits unless expressly required by federal law, effective January 1, 2022.
