Prohibits public utilities from installing smart meters or devices that control customer utility usage without first obtaining the customer's signed written consent.

Makes utility companies liable for damages to customer property or personal harm resulting from installation without express written consent; liability is relieved if the customer signed the consent form.

Prohibits utility companies from charging customers any fee for refusing to have a smart meter installed or for having an existing smart meter removed.

Applies to smart meter installations that occur on or after the date the bill becomes law.
