Amends G.S. 14-269 to allow concealed carry of pistols and guns except when carried for an illegal purpose, replacing the previous permit-requirement-based system.

Maintains specific exemptions for military personnel, law enforcement officers, militia members, judges, magistrates, district attorneys, and other designated officials when acting in official capacities.

Prohibits off-duty sworn law enforcement officers and designated North Carolina National Guard members from carrying concealed weapons while consuming alcohol or unlawful controlled substances.

Establishes a legal defense for non-firearm weapons carried for legitimate purposes (such as hunting or work) if the weapon was not used for an illegal purpose.

Becomes effective December 1, 2021, and applies to offenses committed on or after that date.
