Prohibits employers (including state, political subdivisions, and private employers) from failing to hire, discharging, or discriminating against employees based on refusal to submit to medical procedures, vaccinations, or provide proof of vaccination or immunity.

Allows employees or prospective employees to bring civil actions in district court for violations, seeking injunctions, reinstatement with back pay plus 10% interest, restoration of seniority and benefits, or other compliance remedies.

Courts may award reasonable costs including court costs and attorneys' fees to the prevailing party in employment discrimination cases.

Prohibits denying individuals entrance to public spaces, private facilities, buildings, or entertainment/sports venues generally open to the public based on refusal to submit to medical procedures or provide proof of vaccination or immunity.

Allows individuals denied entrance to public or private spaces to bring civil actions for injunctions, affirmative relief, court-ordered entrance, and other compliance remedies, with courts authorized to award reasonable costs and attorneys' fees to prevailing parties.
