Establishes the North Carolina Textile Museum to preserve the State's textile industrial heritage, mill village culture, and demonstrate the science, engineering, and technology of the textile industry.

Directs the Department of Natural and Cultural Resources to work with Randolph Heritage Conservancy, Inc. to develop a comprehensive plan for the museum and orderly transfer of assets and responsibilities to the State.

Appropriates $500,000 in nonrecurring funds to Randolph Heritage Conservancy, Inc. for each year of the 2021-2023 fiscal biennium to implement the comprehensive plan under Department of Natural and Cultural Resources supervision.

Museum will be located in Franklinville and Cedar Falls in Randolph County, utilizing two early cotton textile mills owned by Randolph Heritage Conservancy, Inc. and housing 25,000 square feet of textile artifacts and machinery acquired from the former American Textile History Museum in Lowell, Massachusetts.

Becomes effective July 1, 2021.
