Prohibits law enforcement officers from using chemical agents on persons under age 18 if the officer knows or should know the person's age.

Defines chemical agents to include oleoresin, capsicum, pepper spray, and tear gas.

Requires all State and local law enforcement departments, campus police agencies, company police agencies, the State Highway Patrol, State Bureau of Investigation, and county and city law enforcement to develop mandatory policies incorporating this prohibition.

Mandates that all developed policies be made publicly available through news releases published on the respective agency or department websites.

Becomes effective October 1, 2021.
