Directs any excess funds in the Civil Penalty and Forfeiture Fund beyond General Assembly appropriations to be transferred to the School Technology Fund in the same fiscal year.

Requires the Department of Public Instruction to allocate transferred excess funds to local school administrative units on a per pupil basis, crediting these funds toward the remaining $729,699,823 judgment from North Carolina School Boards Association v. Folwell.

Directs that any state appropriations for school technology capital improvements from sources other than the Civil Penalty and Forfeiture Fund shall also be credited toward satisfying the judgment.

Establishes a Legislative Research Commission to study funding sources and propose a payment timeline (not to exceed 10 years) to satisfy the remainder of the $729,699,823 judgment, with recommendations due by March 15, 2022.

Requires the Department of Public Instruction to notify the North Carolina School Boards Association within 60 days after each fiscal year ends regarding funds credited toward the judgment.
