Amends G.S. 71A-7.2 to redefine the legal status of the Occaneechi Band of Saponi Nation from state citizens to a recognized American Indian Tribe with tribal governmental authority.

Recognizes the tribe as having a tribal governing body carrying out substantial governmental duties and powers similar to the State.

Makes the tribe eligible for special programs and services provided by the United States to Indians based on their status as American Indians.

Maintains the tribe's historical recognition dating to the Treaties of Middle Plantation (1677 and 1680) and the 1713 treaty with the Colony of Virginia.

Becomes effective upon enactment.
