Permits child care facilities to optionally conduct courtesy morning safety calls to parents or guardians when a child age 5 or younger is absent without prior notice.

Facilities may place the optional safety call no later than 30 minutes after the anticipated arrival time, using phone calls, automated messages, text messages, or email.

Requires child care facilities to inform parents or guardians about the courtesy safety call process and maintain a log documenting the communication method, date, and time if such calls are made.

Shields child care facilities from criminal or civil liability for failure to conduct the optional courtesy safety call.

Becomes effective upon passage.
