Requires joint approval from the Speaker of the House of Representatives and the President Pro Tempore of the Senate before the Attorney General may enter into a consent judgment when these legislative leaders have intervened or are named as parties in disputes challenging North Carolina statutes or constitutional provisions.

Requires joint approval from the Speaker and President Pro Tempore before the Attorney General may enter into a settlement agreement in disputes challenging North Carolina statutes or constitutional provisions when these legislative leaders have intervened or are named as parties.

Prohibits settlement agreements from being binding on the State unless the State's entire obligation for current and future fiscal years can be satisfied with funds available in the current fiscal year, including funds from the Contingency and Emergency Fund.

Requires the Director of the Budget to report to appropriation committees of the General Assembly concerning all funds made available from the Contingency and Emergency Fund during the preceding fiscal year for settlement agreements.

Effective date is October 1, 2021, and applies to disputes, claims, and controversies arising on or after that date.
