Appropriates $36,000,000 in recurring funds to the Department of Health and Human Services, Division of Public Health for fiscal year 2021-2022 and $36,000,000 for fiscal year 2022-2023 to distribute to local health departments.

Requires Division of Public Health to divide funds with $18,000,000 distributed equally among local health departments based on number of counties served and remaining $18,000,000 distributed based on percentage of state population served.

Mandates local health departments use all allocated funds to supplement, not supplant, existing funds for surveillance, detection, control, and prevention of communicable diseases.

Requires Division of Public Health to report to Joint Legislative Oversight Committee on Health and Human Services by November 1 and February 1 of each fiscal year, detailing funding amounts by county and how funds were used.

Becomes effective July 1, 2021.
