Raises North Carolina minimum wage to $10.35 per hour effective January 1, 2022, and to $15.00 per hour effective January 1, 2023.

Implements automatic annual inflation adjustments to minimum wage beginning September 30, 2023, based on the Consumer Price Index for the preceding 12-month period, with adjusted rates published each September 30 and taking effect the following January 1.

Phases in tipped employee minimum wage from $6.50 per hour (2022) to $15.00 per hour (2025), then eliminates tip credits entirely beginning January 1, 2026, requiring employers to pay full minimum wage regardless of tips earned.

Repeals subminimum wage provisions for full-time students, apprentices, learners, persons with disabilities, economically disadvantaged workers, and seasonal food service employees.

Eliminates exemptions from minimum wage requirements for agricultural workers and domestic workers (baby sitters and companions).
