Declares any county policy, ordinance, or procedure that limits federal immigration law enforcement to less than the full extent permitted by federal law is null and void.

Declares any city policy, ordinance, or procedure that limits federal immigration law enforcement to less than the full extent permitted by federal law is null and void.

Prohibits counties and cities from restricting law enforcement from gathering immigration status information, directing enforcement not to gather such information, or prohibiting communication of such information to federal agencies.

Authorizes North Carolina residents who are U.S. citizens or lawful permanent residents to bring injunctive relief actions in General Court of Justice without proving special damages, with priority scheduling for immediate hearings.

Allows courts to award reasonable attorneys' fees to successful plaintiffs, except against governmental bodies acting in reasonable reliance on prior court orders; courts may assess fees against plaintiffs filing bad faith or frivolous actions.
