Requires a permit issued by county sheriffs for the purchase, receipt, or transfer of long guns (shotguns and rifles) in North Carolina, matching existing requirements for pistols.

Permits expire five years from the date of issuance and must be obtained by the purchaser or receiver before the sale, with exceptions for holders of valid North Carolina concealed handgun permits.

Establishes a uniform permit form created by the State Bureau of Investigation in consultation with the North Carolina Sheriffs' Association, with security features to prevent counterfeiting and an embossed seal unique to each issuing sheriff's office.

Exempts antique firearms and historic edged weapons from permit requirements.

Takes effect December 1, 2021, and applies to all long gun sales, transfers, and purchases on or after that date.
