Clarifies that physician assistants and nurse practitioners must personally consult with a supervising physician before prescribing targeted controlled substances when the patient is treated at a pain management facility that prescribes narcotic medications.

Removes language limiting the consultation requirement to facilities that "advertise in any medium for any type of pain management services," replacing it with a focus on facilities that "primarily engage in the treatment of pain by prescribing narcotic medications."

Applies the same consultation requirement to both physician assistants under G.S. 90-18.1 and nurse practitioners under G.S. 90-18.2 when therapeutic use of targeted controlled substances is expected to exceed 30 days.

Effective October 1, 2021.
