Cites that D.C. residents pay federal taxes and serve in the military yet lack full representation in Congress, and that a November 2016 district-wide referendum favored statehood by 86%.

Directs the Secretary of State to transmit copies of the resolution to North Carolina's Congressional Delegation and to the Clerk of the U.S. House of Representatives and Secretary of the U.S. Senate.
