Establishes a minimum riparian buffer of 100 feet for North Carolina waterways, applicable to the Neuse River Basin, Tar-Pamlico River Basin, Randleman Lake, Jordan Water Supply, Goose Creek Watershed, and Catawba River Basin.

Allows the Environmental Management Commission to reduce the 100-foot buffer only if it specifically finds that a smaller buffer would provide no additional water quality, flood prevention, or flood mitigation benefits for that river basin or stream segment.

Requires the Commission to adopt permanent rules that are substantively identical to the 100-foot buffer requirement, with expedited effective date procedures that bypass standard rulemaking objection periods.

Repeals G.S. 143-214.23A and G.S. 143-214.7C(a)(1), removing previous conflicting statutory provisions.

Takes effect when enacted and expires when the Commission's permanent rules become effective.
