Clarifies that public water systems within the same receiving river basin that are part of regional water supply agreements shall not have their individual transfer amounts combined when determining whether a Commission certificate is required.

Establishes new factors for the Commission to consider when determining whether to issue an interbasin transfer certificate, including whether the applicant's petition is materially and substantially complete and whether the applicant complied with all notice requirements.

Makes the Commission's findings on petition completeness and notice compliance reviewable in contested cases only by persons who previously submitted written comments objecting to those specific issues.

Creates a new expedited process for time-sensitive emergencies (major equipment failure or natural disaster) allowing temporary transfers up to 25% of existing certificate limits for up to 60 days without full public notice requirements.

Specifies that contested case review of alternatives analysis is limited to objections raised in previously submitted written comments, with exceptions for findings altered or supplemented based on draft determination comments.
