Commission shall develop and post a written policy detailing guidelines for determining administrative penalties against permittees, when deviations from guidelines are appropriate, justifications for severity differences in similar violations, and justifications for case dismissals.

Commission must provide 30 days' notice before revising the policy and post justification for any revisions on its website.

Commission shall post annually by July 1 the percentage of permittees with alleged violations, percentage with repeat violations, percentage of consumption-related violations, and total number of dismissed violations with justifications.

Commission shall study the feasibility of implementing fines based on either the value or volume of alcohol sales by offending permittees and submit findings and legislative recommendations to the House Committee on Alcoholic Beverage Control by December 1, 2021.

Commission must post the required written policy by October 1, 2021.
