Secretary of Administration shall annually canvass nonprofit work centers for the blind and severely disabled for goods and services needed by state departments, institutions, and agencies.

State departments, institutions, and agencies must purchase from nonprofit work centers certified by the Secretary of Administration unless the requisition cannot be fulfilled due to insufficient availability.

Secretary shall establish specifications for goods and services and require nonprofit work centers to maintain prices substantially in accord with those paid by governmental agencies for similar goods or services of equivalent quality.

Department of Administration shall report annually to the Joint Legislative Commission on Governmental Operations Oversight Committee on General Government regarding administration of the programs.

$30,000 in nonrecurring funds appropriated to the Department of Administration for fiscal year 2021-2022 to implement the act, with provisions becoming effective October 1, 2021.
