Modifies the definition of "economically distressed county" to include counties with total employment of less than 500,000, replacing the previous tier-based classification system.

Maintains the Industrial Development Fund Utility Account's purpose of assisting local governments in economically distressed counties with infrastructure funding for job creation.

Allows the Secretary to use the latest available data from the Quarterly Census of Employment and Wages program to measure total employment for eligibility determination.

Retains funding eligibility for water, sewer, gas, telecommunications, broadband, electrical, and transportation infrastructure improvements on or directly related to job creation sites.

Becomes effective upon enactment.
