Requires trial judges to mandate that court reporters create complete and accurate records of all statements and proceedings in criminal jury trials in superior court, removing previous exceptions for jury selection, opening statements, closing arguments, and legal arguments.

Allows either party or the judge to motion for recording of previously excepted proceedings (jury selection and arguments), with jury arguments requiring the motion be made before any argument begins and all arguments recorded if one is recorded.

Permits judges to review reporter transcripts for accuracy but prohibits substantive changes to the judge's charge, rulings, and comments without notice to the State, defense, and reporter, with parties entitled to receive copies showing both original and revised text.

Grants parties the right to a hearing on any transcript changes ordered by the judge upon motion.

Becomes effective October 1, 2021, and applies to all statements and proceedings occurring on or after that date.
