Requires the Alcoholic Beverage Commission to make a good-faith effort without discrimination to make all spirituous liquor available to all local ABC boards and adopt ordering rules.

Prohibits warehouse contractors from directly or indirectly providing information to local boards that gives any board advantage over another regarding product selection or availability, with contract termination as a penalty for violations.

Mandates the Commission maintain a record of all limited-availability or allocated products, including product code, brand name, quantity received, date received, and which local boards received the product with quantities and dates.

Appropriates $250,000 in nonrecurring funds to the Department of Public Safety for fiscal year 2021-2022 to design and develop a system to create, maintain, and disseminate the required product distribution record.

Becomes effective January 1, 2022 for spirituous liquor distribution requirements and July 1, 2021 for appropriation and remaining provisions.
