Establishes a Joint Select Committee on School Accountability Systems with 3 Senate members (2 majority, 1 minority) and 3 House members (2 majority, 1 minority) to develop recommendations for a graduate profile and enhanced school accountability system for North Carolina public schools.

Requires the State Board of Education and Department of Public Instruction to create a Stakeholder Group that receives continuous public input from educators, families, business leaders, and other interested parties while ensuring geographic and cultural diversity.

The Stakeholder Group must recommend a Graduate Profile defining what students need to know and be able to do to be prepared for college, career, and civic life beyond high school.

The Stakeholder Group shall consider multiple accountability measures including academic achievement (growth and proficiency), social and emotional learning, postgraduation outcomes, early literacy and numeracy, and career and technical education pathway opportunities.

The Stakeholder Group must recommend at least two accountability systems to the Committee, with at least one incorporating an A–F school performance grade system; the Committee shall report recommendations to the Joint Legislative Education Oversight Committee by April 15, 2022, and the Committee terminates May 1, 2022.
