The Legislative Research Commission shall study the constitutionality of development exactions (conditions requiring landowners to provide public facilities or improvements at their expense) and their impact on affordable housing in North Carolina.

The study must examine whether current exactions are legislatively authorized, whether they exceed constitutional limits, and whether local acts allowing impact fees should be repealed.

The study shall review administrative fees in the development approval process, conditional zoning practices, tree protection requirements, and whether some jurisdictions impose fees without statutory authority.

The study must assess how exactions, litigation costs, plan review timelines, and annexation practices affect citizens' ability to afford homeownership.

The LRC shall report findings and proposed legislation to the 2022 Regular Session of the General Assembly.
