Allows state employees and applicants for state employment to file grievances alleging retaliation for refusing coronavirus vaccines.

Extends employment protections to local government employees and applicants who refuse coronavirus vaccines, prohibiting termination or retaliation.

Grants legal residents of North Carolina or other states who refuse FDA-approved coronavirus vaccines the same right to use state-owned, leased, or controlled buildings and land as vaccinated individuals, including schools, colleges, and universities.

Applies protections to employees of state and local entities including health departments, social services departments, and emergency management agencies.

Becomes effective upon passage.
