Authorizes licensed immunizing pharmacists to administer controlled substances for HIV prevention, including pre-exposure and post-exposure prophylaxis medications, following CDC guidelines and a prescriber's prescription order.

Requires immunizing pharmacists administering controlled substances to maintain patient administration records and notify the patient's primary care provider within 72 hours of administration.

Expands the definition of "immunizing pharmacist" to include administration of controlled substances in addition to vaccines and immunizations.

Directs the North Carolina Board of Pharmacy to collaborate with the North Carolina Medical Board and Department of Health and Human Services to develop protocols and administrative rules for implementing the controlled substance administration authority.

Becomes effective October 1, 2021.
