• Prohibits operating private passenger automobiles on highways or public vehicular areas if the front fender is 4 or more inches higher than the rear fender, unless prior written approval from the Commissioner of Motor Vehicles is obtained.

• Defines "private passenger automobile" as a four-wheeled motor vehicle designed principally for carrying passengers on public roads and highways.

• Requires mandatory license revocation for a third or subsequent conviction of operating a vehicle with prohibited modifications within a 12-month period.

• Establishes a minimum one-year license revocation period for violations of the prohibited modifications statute.

• Becomes effective December 1, 2021, and applies to offenses committed on or after that date.
