Creates a new Common Carrier Vehicle Permit under North Carolina's Alcoholic Beverage Control (ABC) system for passenger transportation businesses operating under a North Carolina Utilities Commission certificate of authority.

Authorizes sale and service of malt beverages, unfortified wine, fortified wine, and mixed beverages in passenger areas during journeys of 75 miles or longer that do not terminate within 10 miles of the origin.

Establishes sales restrictions prohibiting service between 2:00 A.M. and 7:00 A.M. and passenger consumption between 2:30 A.M. and 7:00 A.M., with alcohol sales permitted to begin at 10:00 A.M. on Sundays.

Sets a $1,000 application fee for the permit, which covers all common carriers owned by the business and must be prominently displayed on each vehicle.

Prohibits alcohol consumption by employees and exempts permittees from local election requirements and certain open container transportation laws, effective August 1, 2021.
