Prohibits local governments from imposing subjective standards in conditional use permitting for developments containing affordable housing units for families with incomes below 80% of area median income.

Limits permit approval conditions for qualifying affordable housing developments to five specific objective standards: building height and size, lot occupancy percentage, yard and open space size, population density, and location and use of structures.

Restricts local governments from requiring unauthorized conditions such as taxes, impact fees, building design elements, or excessive driveway improvements for conditional districts with affordable housing.

Applies to permit applications submitted on or after the effective date when the bill becomes law.
