Appropriates $500,000 in nonrecurring funds from the General Fund to the Department of Public Safety, Division of Emergency Management for grants to governmental entities and 501(c)(3) nonprofit organizations providing emergency management and assistance services.

Sets maximum grant amount of $10,000 per entity and allows the Division to use up to 1% of appropriated funds for administrative expenses.

Requires the Division to prioritize grants to organizations located in development tier one and tier two areas as defined in G.S. 143B-437.08.

Mandates reporting to the Joint Legislative Emergency Management Oversight Committee and Fiscal Research Division by November 1, 2021, on fund distribution and by June 30, 2022, on recipient use of funds.

Effective July 1, 2021, and applies to all grants awarded on or after that date.
