Establishes a Class H felony penalty for any member of the State Board of Elections who knowingly casts a vote during an official meeting to sanction or set a rule in any election that violates elections law as enacted by the General Assembly.

Establishes a Class H felony penalty for any member of the State Board of Elections who knowingly casts a vote during an official meeting to certify any election in the State that was carried out in violation of elections law as enacted by the General Assembly.

Applies identical Class H felony penalties to county board of elections members who knowingly cast votes to sanction rules or certify elections in violation of state elections law during official board meetings.

Takes effect upon becoming law.
