The Utilities Commission, in conjunction with the Department of Public Safety, shall require all common carriers of passengers (including rail carriers) to develop and implement risk reduction programs to reduce accidents, injuries, assaults, and deaths.

Carriers must conduct risk analysis, consider safety measures, and consult with operators and their representatives about potential risks and dangers.

Carriers shall implement safety measures including technology and infrastructure such as barriers to restrict entry of threatening individuals or objects, and train operators in de-escalation tactics.

Carriers must annually update risk reduction programs, collect data on accidents/injuries/assaults/deaths and make it accessible to operators, and repair or replace safety technology and infrastructure as needed.

The act becomes effective January 1, 2022.
