Repeals North Carolina's death penalty and establishes that no crime shall be punishable by death.

Requires the Attorney General to petition courts to resentence all current death row inmates to life imprisonment without the possibility of parole, effective immediately upon the law taking effect.

Removes death penalty references from statutes governing habitual felon sentencing, appellate defender duties, and murder in the first degree (which becomes punishable by life without parole or imprisonment as determined by court).

Repeals Articles 17A and 19 of Chapter 15 (death penalty procedures and execution methods) and Subchapter XV of Chapter 15A (capital case procedures).

Prohibits medical professionals (physicians, pharmacists, nurses) from participating in executions under repealed Article 19, eliminating prior exemptions for execution-related duties.
