Repeals capital punishment in North Carolina and makes no crime punishable by death.

Requires the Attorney General to petition courts to resentence all persons currently sentenced to death to life imprisonment without the possibility of parole.

Removes death penalty provisions from statutes governing murder in the first degree, habitual felon sentencing, and violent habitual felon sentencing.

Eliminates statutory provisions related to death penalty appeals, postconviction proceedings, and evidence preservation for capital cases.

Clarifies that medical professionals (doctors, pharmacists, nurses) are not engaged in the practice of medicine, pharmacy, or nursing when assisting with executions under prior law.
