Modifies licensing restrictions for adult care home owners with prior violations by allowing licensure restoration upon the earlier of either six months from restoration or termination of provisional status, or upon Department certification of substantial compliance with an established correction plan.

Establishes the right for all adult care home licensure applicants to contest a Department denial of substantial compliance certification through an administrative hearing under Chapter 150B, replacing the previous Secretary review process that was final.

Changes the standard for lifting admissions suspensions from the Secretary's discretionary determination that conditions merit removal to an objective standard requiring substantial compliance with a correction plan certified by the Department.

Effective October 1, 2021, applying to adult care home licensure actions and suspensions of admission occurring on or after that date.
