Transitions Board of Governors appointments from election by legislature to a hybrid system where 10 members are appointed by the Senate and House (4 by President Pro Tempore of Senate, 4 by Speaker of House, 1 by Minority Leader of House, 1 by Minority Leader of Senate) and 2 members are appointed by the Governor, effective 2023.

Changes constituent institution boards of trustees from 8 members elected by Board of Governors to 6 members appointed by Board of Governors, adds 4 members appointed by General Assembly (2 upon recommendation of Senate President Pro Tempore, 2 upon recommendation of House Speaker), and adds 2 members appointed by Governor.

Modifies North Carolina School of Science and Mathematics board composition to reduce Board of Governors-appointed members from 4 to 2 and add 2 Governor-appointed members, while maintaining General Assembly appointments and ex officio student government position.

Maintains four-year overlapping terms for all appointees with term limits of three full terms, and establishes that vacancies are filled by the same appointing authority that made the original appointment.

Applies to appointments for terms expiring on or after the effective date without affecting terms of members already in office as of the act's effective date.
