Establishes four pathways for individuals to earn a North Carolina Early Childhood Credential: completion of early childhood coursework at a North Carolina community college, currently active credentials from the Council for Professional Recognition (Child Development Associate), National Early Childhood Program Accreditation (Certified Child Care Professional), or Montessori accreditation organizations, a passing score on a test developed by North Carolina Community College System faculty, or other equivalencies determined by the Division of Child Development and Early Education.

Requires equivalent credentials and test scores to earn the same education points in the Quality Rating Improvement System toward a Star Rating as the NC Early Childhood Credential.

Directs the North Carolina Child Care Commission to adopt permanent rules consistent with the credential pathways established in this act.

Exempts rules adopted under this section from standard rulemaking procedures and allows them to become effective as if 10 or more written objections had been received.

Becomes effective when signed into law and expires when permanent rules adopted by the Commission become effective.
