Extends the maximum consecutive terms for Advisory Council on Rare Diseases members from two to three terms, with each term lasting three years.

Council membership includes a physician, medical researcher, registered nurse, rare disease survivor, rare disease foundation representative, one parent of a childhood rare disease survivor, and one representative from each academic research institution receiving rare disease research funding.

Chairs of the Joint Legislative Oversight Committee on Health and Human Services (or their designees) serve on the council, and designated members may be General Assembly members.

Council members receive per diem and travel/subsistence expenses per applicable state law provisions, with administrative support provided by the UNC School of Medicine.

Effective upon enactment and applies to current council members.
