Creates a nine-member bipartisan Legislative Working Group on Criminal Law Recodification with two majority and two minority legislators from each chamber, plus one chair with at least six years of prior legislative service.

Working Group must solicit input from the Chief Justice, Attorney General, district attorneys, indigent defense services, sheriffs, police chiefs, and local government associations when developing recommendations.

Establishes eight general principles for recodification including incorporating statutory and common law offenses into Chapter 14, applying consistent terminology and mental state requirements, eliminating redundant crimes, and applying consistent offense grading.

Requires three main deliverables: a database and draft legislation for statutory and common law crimes; a database and policy options report for ordinance crimes; and a database and policy options report for administrative regulatory crimes.

Working Group must meet monthly beginning no later than August 15, 2021, and terminates December 31, 2022; legislation becomes effective July 1, 2021.
