Amends G.S. 20-155 to establish that when two lanes merge into one, drivers shall use both lanes until reaching the merge point, then alternate yielding right-of-way beginning with the right lane driver until the queue clears.

Requires the Division of Motor Vehicles to include a description of the zipper merge in the driver license handbook, defined as the alternating yield procedure for two-lane merges.

Mandates that driver education curriculum in public high schools include instruction on the zipper merge technique beginning with the 2022-2023 school year.

Establishes staggered effective dates: October 1, 2021 for the traffic rules amendment; January 1, 2022 for the driver handbook requirement; and 2022-2023 school year for driver education curriculum inclusion.
