Authorizes certain immigrant youth to qualify for in-state tuition at University of North Carolina institutions and community colleges if they received a high school diploma or equivalency diploma within North Carolina.

Requires applicants to have attended North Carolina schools for a minimum of two consecutive years immediately prior to high school graduation.

Requires individuals without lawful immigration status to file an affidavit stating they have applied or will apply to legalize their immigration status as soon as eligible.

Protects applicants' confidentiality by making all information obtained during the in-state tuition application process confidential and not subject to public record disclosure.

Becomes effective July 1, 2021, and applies beginning with the 2021-2022 academic year.
