H755 - Parents' Bill of Rights

• Establishes parental rights to direct education, upbringing, health care, and mental health decisions for minor children, including access to education and medical records with limited exceptions for abuse/neglect investigations.

• Prohibits creation, sharing, or storage of biometric scans, DNA, and video/voice recordings of children without prior written parental consent, except for court proceedings, investigations, safety demonstrations, academic activities, and security purposes.

• Requires public school units to provide parents with annual guides on student achievement, notify parents of health services and changes in mental/physical health monitoring, and obtain parental consent for reproductive health education and well-being questionnaires for kindergarten through third grade.

• Prohibits instruction on sexual orientation or gender identity in kindergarten through third grade curriculum regardless of whether provided by school personnel or third parties.

• Establishes procedures for parental concerns about school practices, including school resolution within 30 days and appeal options to the State Board of Education with hearing officer review or court action for declaratory judgment and attorney fees.
