Establishes a 14-member Opportunity Gap Task Force consisting of three House members, three Senate members, and representatives from education and business organizations to study academic disparities between student subgroups.

Task Force shall study the opportunity gap in grades K-12, examine national best practices, and propose a comprehensive plan by July 1, 2030 to reduce disparities across races, ethnicities, socioeconomic statuses, genders, English-language proficiencies, and geographic locations.

Requires the Task Force to consider 14 specific topics including teacher professional development, parental involvement, disciplinary disparities, educator access, technology access, mastery-based learning, and recommendations from the DRIVE education initiative.

Task Force must solicit input from at least two each of affected parents, successful teachers, principals, superintendents, and representatives from specified education organizations and commissions.

Task Force shall submit final report with proposed plan and any legislation recommendations to the Joint Legislative Education Oversight Committee by December 1, 2022, and terminates upon report filing or that date, whichever comes first.
